Project 2025: A Plan to Take Away Our Democracy
Project 2025 is a plan created by the Heritage Foundation. It’s not just an idea for the future—it’s already happening right now. The plan is written in a book almost 900 pages long called Mandate for Leadership. It explains how to change our government so one leader has most of the power, while the normal checks and balances of democracy get weaker or disappear. Many parts of this plan are already being used by the current government.
1. Giving All the Power to the President
In a democracy, Congress, the courts, and independent groups share power with the president. But Project 2025 wants to give most of the power to the president alone.
This includes:
- Letting the president control law enforcement.
- Taking away independent oversight (the “watchdogs” who make sure rules are followed).
- Allowing the president to fire thousands of career workers in government and replace them with loyal supporters.
What’s already happening: Reports say that about two-thirds of Project 2025’s ideas are already being carried out. On the very first day in office, an order was signed that lets the president fire public servants and replace them with political appointees.
2. Firing Experts and Replacing Them with Loyalists
Project 2025 wants to get rid of nonpartisan workers—the people who know how to run important systems like air traffic control, health, and disaster response. Instead, it wants to replace them with people who are simply loyal to the president.
What’s already happening:
- A new “Department of Government Efficiency” is firing workers, especially those who support diversity, equity, and inclusion.
- Independent inspectors, who are supposed to make sure government follows the law, are being removed. In January 2025 alone, 18 inspectors were fired.
3. Using Government Agencies as Political Weapons
The plan also wants to change how the Department of Justice (DOJ), the FBI, and other agencies work. Instead of serving all Americans, they would serve only the president’s agenda.
This would mean:
- Changing the DOJ’s mission so prosecutions follow the president’s orders.
- Taking away the Civil Rights Division’s ability to protect voting rights.
- Limiting the FBI’s role in stopping election lies and violent extremism.
What’s already happening:
- Media oversight is being weakened, while friendly news outlets are promoted.
- Election security groups are being shut down, making it easier to interfere with voting.
4. Attacking Rights, History, and Public Support
Project 2025 also goes after social policies and rights.
It wants to:
- Cut funding for reproductive rights, LGBTQ+ rights, and diversity programs.
- Shut down the Department of Education.
- Privatize welfare services (so private companies run them instead of the government).
- Remove content about LGBTQ+ people, Spanish-language pages, and constitutional protections from federal websites.
What’s already happening: Even museums like the Smithsonian are being pressured to rewrite history displays to fit a political agenda.
5. Destroying Environmental Protections
The plan pushes to roll back protections for nature and speed up drilling and mining.
What’s already happening:
- The U.S. has pulled out of global climate agreements.
- Endangered species protections are being cut.
- Agencies like the EPA are being weakened.
This makes our communities less safe from climate change and natural disasters.

- Accountability: Watchdogs and experts are being removed.
- Free speech: Media is being controlled by the government.
- Voting rights: Election protections are being destroyed.
- Human rights: Marginalized groups are losing protections.
- Environmental safety: Protections for nature and climate are being erased.
